I assumed the Flow transfers were saved to the "Downloads" Folder, but I now realize that isn't a folder, but just a list of all the files across the entire phone that have been downloaded. I was looking for my transferred files in the wrong place. Welp, turns out I'm thick and Samsung support was bullshitting me. The only way to transfer entire folder structures, is through USB. I just end up with a download folder full of a whole bunch of files without their folders. I've transferred the entire folder from my S8 to my pc with SideSync, and I've tried to transfer that entire folder to my S10 using Samsung Flow, but on that last step, the folder structure is lost. I'm trying to transfer a bunch of e-books from my S8+ to my S10+.
